The Business Council of Alberta (BCA) has launched a comprehensive series of papers, From Barriers to Breakthroughs, on regulatory reform in Canada. This series serves as a practical roadmap to fix Canada’s major project approval and regulatory system to unlock investment in Canada.

Energy Connections Canada was proud to contribute to the BCA’s work on From Barriers to Breakthroughs: Restoring Confidence in Major Project Reviews, Part II: The Canadian Energy Regulator Act.

This paper advances recommendations to help achieve the Government of Canada’s goal of one project, one review. It also proposes reforms to the CER Act that would reduce duplication, improve timeline certainty, and create a more predictable framework for decision-making. To strengthen investor confidence, Canada needs one life-cycle regulator for pipelines.
