Canada Energy Regulator Request for Submission – Onshore Pipeline Regulations Discussion Paper Feedback

The Canada Energy Regulator (CER) has commenced a review of the Onshore Pipeline Regulations (OPR) for the purpose of aligning it with the CER Act, which was enacted in 2019. The OPR is the primary regulation under the CER Act that lays out the requirements for how pipelines are constructed, operated and abandoned, and requirements for safety, security, damage prevention and environmental protection programs under a broad management system.

The CER commenced its engagement earlier this year by issuing a discussion paper, seeking public input. The CER’s objective in this review is to deliver a regulation that supports the highest level of safety, security and environmental protection, advances reconciliation with Indigenous people, addresses transparency and inclusive participation, provides for predictable and timely oversight, and encourages innovation.
